J. Celeste Lay

J. Celeste Lay is a professor of political science and the Senior Associate Dean of Academic Affairs in Newcomb-Tulane College at Tulane University. She earned a PhD in Government and Politics at the University of Maryland. She is the author of two monographs and several articles in peer-reviewed journals, including the American Political Science Review, Journal of Politics, American Politics Research, Urban Affairs Review, Public Opinion Quarterly, Politics & Gender, and more. Her second book, Public Schools, Private Governance, examines the civic and democratic effects of post-Katrina education reforms in New Orleans. Her other research focuses on urban political behavior and political socialization. In her administrative position, she oversees a large, diverse portfolio of academic enrichment programs, including Newcomb-Tulane College’s core curriculum, Center for Academic Equity, Center for Global Education, Office of Academic Integrity, Office of Academic Enrichment, Summer School, and Fellowship Advising.
